If the goal of their safety regulations was actual safety - vs. safety theater and make-work for bureaucrats - then maybe they should have done regular real testing?

Even a bottom-tier Health Dept. restaurant inspector knows to stick his thermometer into the food that the customers will actually eat, to verify that it's being kept too cold (or too hot) for bacteria to quickly multiply.
